I believe if you use the radio/TV features you might be able to…but if you can afford radio or TV advertising, then you need to have a website.
The point of AdWords is to pay for the traffic that you get and ignore the traffic that isn’t relevant. Kind of hard to do without a website to send people too.

Start using a free Traffic Exchange System right away.

Yes you can. You just go to Google, and open a gmail and google checkout account. They will charge you for the merchant account fees though. They are a low 2% + $ 0.20 per transaction without adwords. With adwords the merchant services are free.
